The Teacher Performance Appraisal and Development (TPAD) system 2 allows Teachers Service Commission (TSC) teachers to log in and carry out appraisals.
The TPAD tool is a performance evaluation mechanism that assesses the performance of a teacher as per the set standards prescribed by TSC.
The TSC TPAD 2 portal enables you to file your termly appraisal returns online, an perform a number of tasks on the TPAD system.
Its main goal is to strengthen, supervision in each institution in the education sector.
How to create TSC TPAD 2 account
To create a TSC TPAD 2 account, follow the steps below;
- Go to the TSC website; https://www.tsc.go.ke and select the Online Services tab.
- On the Online Services dropdown, select the TPAD option.
- The option will redirect you to TPAD portal; https://tpad2.tsc.go.ke.
- Click on the Login button in the TPAD homepage to create a new TPAD account.
- Enter the required information;
- TSC number.
- ID number.
- Phone Number.
- Email Address.
- Password.
- Confirm Password.
- Mode of notifications.
- Once done, click on Create Account. You will receive an email or SMS message with a token.
- Enter the code on your phone and hit Verify Token.
Requirements for creating a TSC TPAD 2 account

- A TSC number.
- ID number.
- A phone number.
- A valid email address.
- A password.
- Mode of notification; SMS or Email.
Using TSC TPAD 2

How to fill TPAD 2 form online
To fill a TPAD form online, follow these steps below;
- Log into your TPAD 2 account; http://tpad2.tsc.go.ke/auth/login
- Enter your TSC Number, ID Number and Password to log in.
- Once logged in, you will see the Home Page. This page gives a snapshot view of all key activities that the teacher can do in the system.
How to recover your TPAD 2 password
To do this, follow these simple steps;
- Go to the TSC website.
- Click Online Services and select Teacher Appraisal.
- Click on Login.
- Select your self service portal and click on to Forgot Password tab.
- The system will prompt you to enter details in the password recovery landing page that appears.
- Enter your TSC Number and ID number and click on the Recover Password button.
- You will receive a text message will be sent to the declared mobile phone number.
- Now, click on the TPAD 2 Login tab to enter the code received. You can change to preferred password by using My Profile tab.
Teachers Service Commission (TSC)
The Teachers Service Commission (TSC) is an independent government agency in Kenya that is responsible for the management of human resources in the education sector.
Although the TSC was established in 1967, its history dates back to the 1950s when teachers led by retired President Daniel Moi vigorously fought for the formation of one teacher body.
Following the formation of the first teachers union in Kenya – the Kenya National Union of Teachers (KNUT) in 1957 there was sustained agitation for the creation of an umbrella body to manage the affairs of all teachers.
At the time, teachers were employed by either; missionaries, local authorities or the Central Government which led to a great disparity in remuneration and other terms and conditions of service.
In 1964, The Kenya Education Commission Report (The Ominde Report) strongly supported the need for a competent, respected and contented teaching force.
As a result of these factors, the Teachers Service Commission was formed in July 1967 through an Act of Parliament to give teachers one employer and uniform terms and conditions of service.
It was charged with the mandate of registering, employing, promoting, disciplining and paying teachers.
Functions of the TSC
Article 237 of the Kenyan Constitution states the mandate and functions of the Teachers Service Commission (TSC) as to;
- Register trained teachers.
- Recruit and employ registered teachers.
- Assign teachers employed by the Commission for service in any public school or institution.
- Promote and transfer teachers.
- Exercise disciplinary control over teachers.
- Terminate the employment of teachers.
- Review the standards of education and training of persons entering the teaching service.
- Review the demand for and the supply of teachers.
- Advise the national government on matters relating to the teaching profession.
Additional mandate and functions of the Teachers Service Commission (TSC) under Section 11 of the TSC Act are to;
- Formulate policies to achieve its mandate;
- Provide strategic direction, leadership and oversight to the secretariat (of the Commission under Section 18 of TSC Act);
- Ensure that teachers comply with the teaching standards prescribed by the Commission under TSC Act;
- Manage the payroll of teachers in its employment;
- Facilitate career progression and professional development for teachers in the teaching service including the appointment of head teachers and principals;
- Monitor the conduct and performance of teachers in the teaching service; and do all such other things as may be necessary for the effective discharge of its functions and the exercise of its powers.
